Regulation (EU) 2017/746, commonly known as the In Vitro Diagnostic Regulation (IVDR), is the legislation governing in vitro diagnostic medical devices within the European Union. It establishes requirements for device safety, performance, conformity assessment, post-market surveillance and market access.
The IVDR entered into force on 25 May 2017 and became fully applicable on 26 May 2022. Transitional provisions have subsequently been introduced to support manufacturers transitioning legacy devices to the new regulatory framework.
The IVDR replaced the In Vitro Diagnostic Medical Devices Directive (98/79/EC), commonly known as the IVDD. The new regulation introduced stricter requirements for clinical evidence, technical documentation and regulatory oversight.
The IVDR applies to in vitro diagnostic medical devices intended for examining specimens derived from the human body. Examples include pregnancy tests, blood glucose monitoring systems, infectious disease tests, genetic testing kits, companion diagnostics and diagnostic software.
The primary objectives of the IVDR are to improve patient safety, strengthen clinical evidence requirements, increase transparency, improve device traceability and enhance post-market surveillance throughout the device lifecycle.
The IVDR classifies devices into four risk classes:
- Class A
- Class B
- Class C
- Class D
The classification determines the conformity assessment route and level of regulatory scrutiny required before CE marking.
